「環境・持続社会」研究センター（JACSES) 気候ネットワーク 国際環境NGO FoE Japan 国際環境NGO 350.org Japan メコン・ウォッチ 9月30日、日本の大手損害保険会社のひとつである東京海上ホールディングス（以下、東京海上）が石炭関連事業の保険引受等の制限を強化する方針を発表しました（※1）。新たな方針では「石炭火力発電所および炭鉱開発（一般炭）については、新設および既設にかかわらず、新規の保険引受およびファイナンスは行いません。但し、パリ協定の合意事項達成に向け、CCS/CCUSや混焼などの革新的な技術・手法を取り入れて進められる案件については、慎重に検討の上、対応を行う場合があります」としています。私たちは、東京海上の方針について一定の前進があったと受け止めるものの、パリ協定の1.5度目標を達成するためには更なる強化が必要と考えています。 東京海上は、新たな方針の中でCCS/CCUSや混焼などをパリ協定の合意事項達成に向けた革新的な技術・手法と位置づけています。しかし、これらの技術がパリ協定の1.5度目標と整合したタイムラインで商業的に導入可能になるかどうか、混焼については燃焼時だけではなく製造・輸送も含めて十分な削減効果が出るかどうかは不明確です。したがって、CCS/CCUSや混焼をパリ協定の合意事項達成に向けた革新的な技術・手法として例示することは不適切です。 また、1.5度目標達成に重要な取り組みである損害保険の引受ポートフォリオの排出量削減については何らコミットメントがなされていません。6月8日に開催された保険開発フォーラムでは、アントニオ・グテーレス国連事務総長が「損害保険会社は石炭及び化石燃料事業への保険引受を含めたポートフォリオにおけるネットゼロ目標を設定する必要があります」（※2）と述べており、東京海上を含む損保大手3社は、早急に引受ポートフォリオGHG排出量の2050年ネットゼロを目標に掲げるべきです。なお、日本の3大メガバンクはいずれも投融資ポートフォリオにおけるGHG排出量の2050年ネットゼロの達成等を掲げており、損保業界の出遅れ感が否めません。 さらに、5月18日に国際エネルギー機関（IEA）が発表した報告書「Net Zero by 2050, A Roadmap for the Global Energy Sector」によれば、今年2021年の段階で、新規の化石燃料採掘事業は行うべきではなく、発電セクターにおいては世界全体で2040年に排出量をネットゼロにする必要があります（※3）。したがって、石炭採掘・石炭火力発電のみならず、石油・ガスを含めた化石燃料採掘・輸送・発電事業の保険引受停止が必要になります。
